END SEXUAL VIOLENCE/END SEX TRAFFICKING PROGRAM OFFICER

Based in: Middle East/North Africa (MENA) Region

Summary

The Program Officer will work closely with team staff in other offices and is also expected to appropriately coordinate efforts across teams while reporting to the End Sexual Violence Program Manager. While responsible for monitoring Equality Now program issues in the region and providing information across the organization, a significant portion of time will be allocated to the End Sexual Violence and End Sex Trafficking teams.

About Equality Now

Equality Now, an international human rights organization dedicated to ending violence and discrimination against women and girls globally, is seeking an experienced Program Officer to work on its End Sexual Violence and End Sex Trafficking programs in the Middle East and North Africa region. Equality Now seeks to rectify the unique and devastating human rights abuses suffered by women and girls in the region through litigation, advocacy and partnership work in national, regional and international settings. The programs support and publicize strategically selected legal cases and issues with partners that enhance the law on women’s and girls’ rights; enhance capacity of communities to address human rights; and promote greater visibility and impact of cases.  

Job Purpose: 

The Program Officer works in close partnership with grassroots organizations and provides advice to and carries out research, litigation activities and coordination administration of projects under the End Sexual Violence and End Sexual Trafficking program. This role supports Equality Now and its partners to expose violations against women and girls as the first step to ensuring they are addressed. The Program Officer works in close collaboration to develop and carry out comprehensive campaigns to press for change. The Program Officer will ensure close alignment with these objectives as well as integration with other program areas and overarching organizational strategy. This position will also assist with other projects as needed.

Major Duties and Responsibilities

Legal responsibilities:

Under the guidance of the End Sexual Violence Program Manager, the Program Officer supports the End Sexual Violence Program Manager in promoting comprehensive legal frameworks enforcing women’s and girls’ rights. Specific areas of responsibility include:

  1. Attend regional and national level meetings with local partners on issues of strategic importance to identify areas of common cause and collaboration.
  2. Assist in the development and implementation of campaign plans with partners.
  3. Work with partners to identify potential cases of violations of rights for strategic impact litigation using Equality Now’s criteria for selection of cases and make recommendations as appropriate.
  4. Participate in/advise litigation with the goal of setting good precedents.
  5. Conduct advocacy, draft actions and letters for review that are in line with program campaigns.
  6. Conduct legal research and policy analysis.
  7. Work with program staff to coordinate input, comment on draft submissions and prepare communications with international and regional human rights bodies as well as governments.
  8. Work closely with the Development and Communications Team to coordinate and carry out communications and media plans for campaigns.
  9. Represent the work of Equality Now externally on coalitions, in public speaking, media and events as required.

Project Administration:

The Program Officer will handle project administration and ensure monitoring, evaluation, reporting and learning for campaigns. Specific tasks will include:

  1. Prepare work plans in line with Equality Now’s strategy with partners and staff.
  2. Identify and raise awareness around the gaps and challenges that prevent or limit access to justice and work with partners to address these.
  3. Carry out research in collaboration with partners in relation to campaigns.
  4. Work with partners and internally to ensure that activities are maximizing efforts, and are monitored and evaluated as needed. Develop and assist in implementing monitoring, evaluation, reporting and learning frameworks.
  5. Draft and/or compile timely and accurate reports on activities for team and donors.

Perform any other duties as required.

Qualifications, skills and competencies

  • Candidates must have a minimum of an advanced university degree (Masters or equivalent) in law or related studies with an emphasis on human rights, international development, and/or gender studies.
  • Minimum of five (5) years relevant professional experience.
  • Fluency in English and Arabic required. Additional language capacity in French helpful.
  • Strong analytical skills and excellent written and oral communication.
  • Demonstrated commitment to human rights with a focus on women’s human rights and gender equality and understanding of experiences and needs of adolescent girls; specialization in international human rights law will be an added advantage.
  • Ability to work as part of a team and across teams and collaborate respectfully to achieve shared goals.
  • Excellent interpersonal skills and ability to work under pressure in a multi-cultural environment.
  • Strong organization and planning skills with a drive for results
  • Experience building and maintaining networks preferred.
  • Experience in monitoring and evaluation is an advantage.
  • Experience in partnership/grant management is an advantage.
  • Organization to work effectively.
  • Competence in social media, Excel, Word, PowerPoint and other computer software.
  • Willingness and ability to travel.
